The Human Resources Department is responsible for the development, implementation and coordination of policies and programs encompassing: recruitment, employment, compensation and benefits, education and training, safety and health and compliance issues.

The mission of the Human Resources Department is to attract, select, develop and retain an effective City workforce and to administer the policies, rules, and legal requirements related to City employment in a manner that will achieve a fair and equitable employment system.

Human Resources Department:
Providing consultation services for individual departments in organizational structure, succession planning, job design, employee selection, and job specifications.

Developing and maintaining an equitable classification system including the classification of new or revised jobs, review of contract employee proposals, and recommendations for appropriate job compensation levels.

Developing education, training and employee development programs in order to enhance individual and organizational effectiveness. This is accomplished through such activities as identification of organizational issues in order to develop a training program, management development programs, supervisory training, and organization development activities.

Plans and directs the implementation and administration of benefit programs including medical, dental, life, long term disability, retirement, workers compensation , vacation and sick time accruals.

Analyzes existing benefit policies and prevailing practices among similar organizations, to establish competitive benefits programs. Plans modification of existing benefit programs; recommends changes to management, and notifies employees and labor union representatives of changes in benefits programs.

Provides advice and direction to department heads and supervisors on human resource policies, disciplinary action, and employee problems.

Maintains records of insurance coverage, pension plan, and personnel transactions, such as hires, transfers, promotions, and terminations. Keeps records of hired employee characteristics for governmental reporting purposes.

Develops, analyzes, and presents information that relates to improving the City's workforce or the City employment system, including special projects, citywide human resources measurements, and the development of City human resources policies and procedures.
